It is fascinating, I must say.

Especially with regard to health care I would imagine fear of change or fear of a dropping dollar might stall innovation (not stop) or lead to the same old exclusive policies and procedures time and again.

With respect to technological innovation and the partaking thereof I'd say time/money are the greatest factors holding people back in general...
